PSiRA Issues Tender for Development and Implementation of a Facial Recognition System

The Private Security Industry Regulatory Authority (PSiRA) has issued a request for bids for the development and implementation of a facial recognition system to enhance its digital infrastructure. This initiative aligns with PSiRA’s ongoing digital transformation strategy, which aims to streamline processes like registration and assessment through advanced technologies.

The envisioned system will serve as a critical enhancement to PSiRA’s existing processes by integrating facial recognition with systems such as the Department of Home Affairs (DHA) and the Integrated Justice System (IJS). This integration will facilitate real-time verification of applicants’ citizenship and identity, ensuring accuracy and efficiency.

The scope of work includes the development, supply, and implementation of a comprehensive, web-based solution accessible via smartphones, integrated cameras, and external devices. The system must detect background interference, capture facial images, and cross-verify them against national databases. Additionally, it will generate certificates and populate data into PSiRA’s registration and assessment systems.

The project requires an Agile development approach and includes post-implementation support, training, and system handover after 24 months. Bidders must demonstrate expertise in similar systems, provide project plans, and comply with strict evaluation criteria focusing on functionality, live demonstrations, and pricing.
